Fictitious medical examinations: the management of Russia's largest airline began to be tried for corruption

The corruption trial began against the leadership of one of the largest airlines in Russia: a number of top managers of S7 turned out to be defendants in the case of fictitious medical examinations and dangerous bribes. The bottom line, according to Izvestia, is this: the company's deputy general director Boris Kamyshev, flight director Mansur Badrakov and pilot instructor Mikhail Gusev received 1.85 million rubles in bribes from candidates for pilot positions. Another defendant in the case is the mother of one of the candidates, who paid 350 thousand rubles for her son to undergo a medical examination.

The publication clarifies that the preliminary hearings were held in the Domodedovo City Court. According to investigators, the three above-mentioned defendants from the top management of the company received 1.85 million rubles from two unknown candidates who wanted to get pilot positions on the Airbus A320neo. Another defendant, Galina Karnaukhova, the mother of one of the candidates for the position of a pilot, appears as a well-known person accused of giving a bribe. According to the investigation, she transferred to Mansur Badrakov 350 thousand rubles from the mentioned amount, which, in turn, were to be used for a fictitious conclusion from the Central Medical Flight Expert Commission for a positive medical conclusion. But the funds did not reach the doctors.

At the same time, two defendants in the case, Mansur Badrakov and Mikhail Gusev, were detained in June 2021 at Domodedovo Airport by employees of the T department of the FSB economic security service. Boris Kamyshev was “attached” to the prosecution in July 2022.

According to the publication, Kamyshev and Gusev are charged with “commercial bribery and mediation in it” (Article 204 of the Criminal Code of the Russian Federation), Badrakov is also charged with “fraud” (Article 159 of the Criminal Code of the Russian Federation). Galina Karnaukhova was accused of “attempted crime and giving a bribe” (Article 30 of the Criminal Code of the Russian Federation and Article 291 of the Criminal Code of the Russian Federation).

At the same time, representatives of the carrier, according to Izvestia, do not comment on this process in any way, referring to the fact that their former, and not current employees appear in the case. At the same time, it is emphasized that such situations have already happened – in 2018, the Federal Air Transport Agency canceled 60 certificates of pilots who were trained in one of the aviation training centers. The reason for such a large-scale check was the crash of the An-148 in the Moscow region. Experts emphasize that in aviation “formal pilot training for a monetary reward leads to irreparable consequences, for which the relevant centers in the person of their teachers and management, who are involved in corruption schemes, should be responsible.”

“The desire of S7 top management to ensure the illegal receipt of medical reports for the flight crew created the risk of aviation accidents. Therefore, the court can assign them maximum terms,” said Sergey Kvasheninnikov, managing partner of the Atlant legal group. According to lawyers in this subsection of the article “Fraud”, representatives of top management, taking into account the use of their official position, can face up to 10-15 years in prison.
